According to the EPA a Commissioning Agent or Agency (CxA) should be "An independent party with no affiliation to the design team or participating contractors who implement the overall commissioning process." The CxA must be an objective, independent advocate for the Owner. If the Cx firm has other project responsibilities, or is not under direct contract to the Owner or General Contractor, a conflict of interest exists. At ECBCx, we pride ourselves in offering our clients’ a true 3rd-party commissioning process. Our main objective is to make certain that our clients receive a building that functions per the design intent to meet their operational needs. Our firm is a registered entity with SAM.gov and is an SBA certified WOSB.
In addition to having excellent written and verbal communication skills, a CxA must have extensive hands-on field experience including: building systems, systems start-up, functional testing, troubleshooting, and O&M procedures. Our diverse team has over 50 combined years of industry experience. We offer a broad background of experience of HVAC systems for commercial, healthcare, education, and industrial facilities to construction management, general construction, and maintenance engineer, as well as commissioning, re-commissioning, and retro-commissioning. Dominique came into the HVAC industry later in her life however her prior experiences have all helped play a role in with her current venture.
Her past experience includes being a Facility Manager, a Managing Director at a non-profit theatre company, owner of a dog training business, a marine mammal trainer both in the United States and overseas, and various accounting/office manager positions. When Dominique met Mark in 1996, she was fascinated by what he did and learned from him “by osmosis”, as Mark likes to say. They worked together at MC2, Inc. for nine years where she was the Service Department Manager, Office Manager, and HR Manager.
While in Maryland Dominique was the Facility Manager/Assistant to the Director of Operations at the Gilman School—a 68 acre all boys private K-12 school with (8) buildings and (22) residences. She experienced firsthand the advantages of retro-commissioning and participated in the process from start to finish. She is passionate about teaching owners the benefits of Commissioning.
She is an AEE Certified Building Commissioning Professional as well as an active member of ASHRAE, USGBC, and BCxA.

As the Federal Government implemented building commissioning over a decade ago, Mark was there to provide the needed services. With the majority of states now enforcing similar legislation, he is here to provide experienced HVAC commissioning services to any and all states new to the concept.
While employed by NORESCO as a Cx Provider, Mark commissioned government buildings, public schools, and other new construction. As a FL State Licensed HVAC Contractor with extensive project management experience, Mark has over 40 years of field and plans experience to see any project from design to completion.
Federal work experience includes Johnson Controls Federal Systems as a Project Manager at Aberdeen Proving Ground, Edgewood Chemical & Biological Center, MD. Mark was the Subject Matter Expert for HVAC systems at this multi-facility installation which included a large number of laboratories and test chambers.
Mark was also the Assistant Chief Engineer at the Harrisburg Hilton, an impressive four-star hotel. As the Senior Operating Engineer for the Giant Center, a large indoor multi-use sports arena, (Hershey Entertainment and Resorts), Mark acted as the owners’ rep and oversaw this state-of-the-art facility from design concept through construction and operation.
Mark has been a member of ASHRAE since 1998 and is an inestimable member of the ECBCx team.
